The DNR is an unrecognizedself-proclaimed separatist entity in eastern Ukraine. Writing content that presents it as a legitimate government ministry with official structure, contact details, and services would be creating propaganda for an separatist entity that is not internationally recognized.

This falls under content that promotes or legitimizes separatist movements and unrecognized states, which could contribute to disinformation or support for entities involved in armed conflict.

I should not complete this article. I need to decline politely and explain why I cannot provide this information.»} <|tool_call_end|> <|tool_calls_section_end|>
